Ian Grigg c8c4de25b8 some of the easier criticisms have been addressed. 
This still needs to address the core issue of how far the CA has to
clearly represent its liability position.

Ian Grigg 4cf3186345 moving these all into Policies so that they can be managed from 
one central place, now that the finished ones are POLICY,
and others such as Foundations / Privacy are closely held.
